Insert date into 1000 photos' EXIF data

Hi,
I have about 980 photos in PNG format located on Dropbox that were physical photos and then scanned in many years after they were taken. As such their EXIF tags for "Date/Time (Original)" and "Date/Time" are blank. However I've recorded a date for each photo n an Excel spreadsheet. I would like to hire someone who can write a script to extract the date from the spreadsheet and then make two file changes: revise the actual filename to include the date as a prefix (e.g, from "OriginalPhotoName" to "YYYYMMDD-OriginalPhotoName") so that photos will sort properly in Windows Explorer and insert the date into each photo’s EXIF data so that the files will sort properly in iPhoto.
Aside from cost, please let me know very briefly how you'd accomplish this and how long you'd think it will take. My preference would be to have it done in a couple days, but I'm open to whatever timeframe you'd suggest.
