Help with VBA Macro (admin rights - Ppotentially Group Policy).

I have a simple Excel VBA macro file (attached). The file shows up an additional toolbar on my personal PC, but does not show toolbar on client's PC. NOTE: The client can still run the macro code using the button placed on the grid.
I just need to know the right group policy that needs to be setup correctly.
