Help me to correct a macro in Excell

I have an excel with random numbers; initial and final range (limit of random numbers) and quantity (numbers of repetition) of random numbers. I need to do validation in order for the numbers don't be more mayor than the quantity. I will explain the details to the awarded freelancer. This is a small project, is almost finished just I need to correct this error. The budget is low.
