Google Sheets Vacation Tracker & Dashboard

I'm looking for a skilled freelancer to create a comprehensive vacation request, booking & tracking sheet and dashboard in Google Sheets for my departments. The dashboard should also incorporate an approval workflow for vacation requests.
What are the major things and why we are searching for an expert in formulas
As example ( in the same time one only from the department can book the vacation, he can take 2 weeks once a year unless he worked 6 months.. Etc )
Ideal Skills:
- Proficiency in Google Sheets
- Experience with creating dashboards
- Understanding of vacation tracking systems
