Google Sheet doc to list videos from good to bad.

I have a small project that i need for my job. Here's a basic explanation.
i need a doc file to filter a few video.
I will have a 3 type of videos. we can sort them as good, average and bad.
My objective is to merge them randomly to create a compilations.
I need a one sheet file to list all the videos and their score (good, average or bad).
Also i have a limit how many times i can publish them.
Good videos can be published one time per 3 weeks.
Average videos can be published one time per 2 weeks.
Bad videos can be published one time per week.
I need a countdown in front of each video to visualise when we can publish this video again.
Also if it's possible create a button than randomly merge some videos to create a compilation.
Each compilation will contain 3 or 2 videos. The compilation always need to start with a good video. If we don't have a good video then we can start it with average video. But never with a bad video.
