Google Sheet - Script to Remove Duplicate Based on 2 Column Criteria

Hello, this is a short quick project, probably can be solve by Google Sheet Expert under an hour.
So here's the case

Here's my objective
Duplicate Data from "RAW WEBSITE" Tab to "Final" Tab, with Data Cleaning (remove criteria) for Unique Article and UID (i want using the latest row, remove the the previous row). No Need to do cleaning if UID is not set.

For A Simple Simulation Example
Article=A, UID=8, Rating=Tidak
Article=B, UID=8, Rating=Tidak
Article=A, UID=8, Rating=Ya

Expected Output:
Article=B, UID=8, Rating=Tidak
Article=A, UID=8, Rating=Ya

First deleted because the Same Article A and UID 8 also appear in later.

Please Q&A in chat, and since this is not a complicated project, please show me the output with the sample url as source.
