Google Script help to create new folder in drive with name from two cells in Google Sheets

What I am looking to achieve is create a new folder in google drive using values from two cells in the same row of a Google Sheet. So for example, when a new customer signs up, I wll add their l location to Column B {LOCATION} of a Google Sheet. In Column A {REF} of this spreadsheet is a Reference Number. So when new entries are added to Column B. I want to create a folder with [Ref Number - Property Location] in a seperate 'Drafts' folder inside Google Drive.
As a bonus, inside this new created folder [Ref Number - Property Location]. It would be great if a sub-folder called was created too and a copy of a Google Doc template to fill in.
