Google Docs Sheet for Interviews

Hi,
We are about to create a new Google Doc sheet that is SCALABLE and easy to use that mainly contains criteria and ranks (null, low, medium and high) .
I have created a one already but it's not that scalable, for example if you wanna add a new criteria or swap a criteria with another one it's totally a mess! (try it)
The required new sheet must be easier to use, scalable and very flexible.
