Golf Scores

I am looking for a form or excel based formulas that I can simply add names of people and values to their names (handicap number) that is calculated against the course handicap score card. Once this value is entered by me then calculated using these numbers it would be able to tell me which player won that hole and eventually the round.

It is really hard to explain on text than actually or visually show you the scenario.
