Fixed-Width TXT to Excel

I have a plain-text (.txt) file that uses fixed-width fields. I need the data moved into an Excel workbook, but not with a simple left-to-right import—the columns must follow a custom order that I’ll provide in a predefined template.
You will receive:
• the source .txt file
• an Excel file that shows exactly which character ranges belong in which worksheet column
Your task is to write whatever extraction or transformation routine you prefer (Power Query, VBA, Python, etc.), run it, and deliver the finished .xlsx that mirrors the template. Every field must sit in its correct column, no trailing spaces, no truncated values, and the row count must match the source file.
Once I verify the layout and spot-check totals against the original, the job is complete and paid.
