Experience Log Formatting

I run a real estate appraisal business, and have need of assistance in formatting a google sheets document. It's an experience log with cells of varying sizes, but needs additional fields added to each page (for signatures and dates for two individuals, and calculated totals for experience hours), which are fixed in location, despite changing cell sizes.
