Excel program to automatically maximize the nesting of rectangles inside of rectangular area.

I am looking for a skilled Excel programmer to create a program that can automatically maximize the nesting of rectangles within a rectangular area. The primary purpose of this program is to optimize material usage. The rectangles will have specific dimensions, so the program should be able to accommodate these dimensions to maximize nesting. As an example, what is the maximum number of rectangles 20X1 that I can fit inside a 46X22 area. Some rectangles can nested vertically and some horizontal. All rectangles need to be parallel and/or perpendicular to the edges of the the bigger area.
I want to be able to enter the dimensions.
For the bigger area, the maximum dimensions would be 48X24 and for the rectangles it can be anything smaller than the bigger area to .5X.5.
I want to be able to see a graph in excel of how the rectangles would be nested after I enter my dimensions.
Or if you are able to find a software that is either free or low cost, this would work as well. Ideal skills and experience for this job include:
- Advanced knowledge of Excel programming
- Experience with optimization algorithms
- Familiarity with material usage calculations and formulas
- Ability to work with specific dimensions and units of measurement.
