Excel function to return multiple rows

I need to return multiple row from excel file that meets some criteria in an other excel file. I have two excel file, "Book2.xls" is the source of data, while Book1.xls is the destination. The data (rows) that will be transferred to Book1 is only that rows for which the text in cell "S2" in Book1 matches the column (B2.Col9) in Book2, while the rest of the rows is ignored. When all rows matching the criteria has been transferred, any blank cells (cells with no text) should replaced with the word "Undefined". I don't want to use a macro for this project, my Office version is MS office pro plus 2016, the texts will be bilingual (Arabic and English). I'll pay ONLY $15 for this project, no more.
