Excel formula to be added in for an excel cell - To select a value based on values in two cells

I am looking for a freelancer to help me with an Excel formula. I need to add a formula to a specific cell that will select a value based on the values in two other cells.

Criteria for selecting the value:
- The formula should match one cell value and not the other.

Selection table:
- I have a specific selection table in mind.

Desired outcome if the criteria is not met:
- The cell should remain blank.
