Excel VBA add-in showing a System Error &H8000FFFF Catastrophic failure

I have an Excel VBA addin to fix.
It works on some machines but not others with the same version of Excel.
I have used the same installer on both machines. Happens on machines with Excel 2010, 2013, 2016 and 365
Excel loads our add-in and then shows this "System Error &H8000FFFF Catastrophic failure" dialog then gives more of these dialog messages until it runs out of memory.
You will have to download the installer exe and try it on a machine with Excel. I may have a machine that has the issue that I can let you access via teamviewer.
I fixed it on one Windows 8 machine by downloading all windows fixes and installing them. That fixed it but I can't get that done on a customers machine and I still don't know what the issue is.
I'm paying to get this fixed and a solution that I can easily apply to a customers PC if they get the issue.
This is urgent so ASAP please. Windows/MS Office Experts only please
