Excel VBA Macro for Scorecard Automation

I'm in need of a VBA expert to create a macro in Microsoft Excel. The task involves pulling data from a table and making decisions based on multiple parameters. The macro has to also create a new file containing the scorecard (for each supplier), so that it can be sent via email.
Although no specific Excel functionalities were mentioned, a comprehensive knowledge of data manipulation in Excel will be necessary.
