Excel VBA: Conditional Data Entry in H8

I'm looking for a skilled Excel VBA developer. I need a worksheet modification that will control data entry into cell H8 based on the status of cell D8, and enforce data type constraints.
Requirements:
- If cell D8 is BLANK: Allow user to enter data into cell H8.
- If cell D8 IS NOT BLANK: Populate cell H8 with data from cell H12 and lock the cell from user changes.
- Implement numeric-only validation for cell H8.
Additional Information:
- Cells D8, H8, H12 are unlocked and the sheet is password protected.
- The functionality should persist for future users, even after data row 8 has been saved and cleared by an existing VBA script.
