Excel Transponse and Bring Other Row Data

I need someone to do some quick Excel Data Transformation
I have a list with name address city state zip phone...
BUT I have 8 phone numbers...
What I want to is to break leads so they have no more than 3 phone numbers.
So if a row has 8 phone numbers 3 rows will be created.... 2 with 3 numbers and one with 2 and all the other data will be duplicated.
If you are the right candidate this should not take more than 15 minutes or so.... There are two files
