Excel Table Formatting for Power BI

I need a skilled data analyst to answer a question for a mixed data table from an Excel spreadsheet for Power BI. The tables has more than up to 30 columns and contains both numerical and text data.
We use a benchmarking spreadsheet for all rates on certain areas of previous construction projects we use to predict the cost of upcoming projects however rates change depending on location. There is a specific number that you can use to input that is individual to specific locations allowing the alteration of previous rates that were based in a different location to an upcoming project. This allows more accurate predictions on rates and therefore a cost prediction of a project.
This specific number is between 0.5 - 1.5 that you times the rates by to adjust for increased or decreased cost based on location.
This can be done in excel however I am unsure if it can be used in power BI as requires each cell to be altered and trying to keep it simple for colleagues.
We have several different excel spreadsheet depending on the nature of the project.. e.g. Industrial, residential, office etc. and looking to put all these separate excels into one power bi model.
Is there a way that these specific numbers can be used in Power BI where I can send it to clients and colleagues for them with minimal to no experience previously with Power BI.
Looking for someone to show me how to do this so I can continue to use the gained knowledge for future Power BI Projects.
