Excel or Sheets-Based Item Cost & Quote Generator

I'm looking for a programmer who can create a system that can pull data from Excel spreadsheets to calculate costs and generate quotes.
Key Features:
- The program should be able to look up the cost of an item based on several input parameters (item code, item name, category of item).
- The user should be able to input a fixed margin or markup percentage, which the program will use to calculate the final cost.
- The program should produce a printable quote.
