MS Excel Parse Rows of Data into Columns

I have an MS Excel file that I would like to have reorganized into columns of data instead of rows. Essentially, it is a list of names and addresses with some additional data. A simple transpose does not work because the rows of data are not parsed into names and addresses. I have attached a sample of the MS Excel file for analysis. The full file contains about 1,800 addresses.
