Excel Macro

Objective = I have mutliple .csv files which has Time Series data which needs to be modfied by inserting missing Date and Time rows based on fixed start and end time range and for missing rows use the previous rows values.
once all the files are done then output it to output folder with same setup.
then merge the updated files into one file.
need excel macro expert right away project.
