Excel Formula for Value Selection

I'm in need of an Excel expert who can create a formula for me in Excel 365. The formula should be able to select a row reference from a table based on three specific criteria: Name, Type, and the nearest date.
Criteria Details:
- Name and Type: These are text and must match exactly.
- Date: The formula should consider any date that is before a given criteria date.
The values in my table consist of text, numbers, and dates. The ideal freelancer for this project should have:
- Extensive experience with Excel, particularly with creating complex formulas.
- Strong problem-solving skills to understand and implement the criteria as specified.
- Excellent attention to detail to ensure the formula works accurately across the table.
