Excel File Merge and Cleanse Data

Cleanse a Contact database. File should be formatted properly, for example - phone numbers all in same format. Also, there are many duplicates, but the duplicates likely have different information in other rows, for example an email is on one row but not the other, so the information needs to be combined before merging. I would like to find a candidate that can do this process with formulas.
