Excel 2016 - 2021 Compatible + Google Sheets Version

The pdf explains what i do manually and if I use macro the code should be in the excel file and on pdf. I can do some programing in Excel but not that good for finding and info on other workbooks by a if parcel matches and letter matches. but I'm looking to have this done were it is compatible with excel 2016 - 2021 and google sheets version.
This is for the report file mainly. I did remove the address from the main excel sheet. there not needed.
any questions please just ask. I tried to make it easily understood but I know i am not the greatest at conveying what im trying to say but i know what i need done.
