Excel Calculation Tool Required

I would like someone to finish building a Excel calculation tool that interprets tables of data and formulas and outputs the relevant answers. This will require to review and understand a series of formulas in a PDF specificationsheet and create a functional Excel based too to calculate a response/answer based on inputs.
