Excel Bill Back Form Creation

I'm looking for a developer who can build a comprehensive Bill Back form for capturing detailed financial and customer data. The input from this form should seamlessly follow a multi-tier approval process before being directed to Accounts Payable (AP). The final output should be a detailed, long-entry in Excel, which includes the original email saved to a shared location with a corresponding reference.
Key requirements:
- Design a Bill Back form that captures comprehensive financial and customer information.
- Develop a multi-level approval workflow before reaching AP.
- Ensure the final Excel entry is detailed and thorough.
- Only the finance team will have access to the shared location where the original emails are saved.
