Excel Automation Expert Needed

I am looking to automate email sending through Excel. I have a list of email addresses and the same message to send to all recipients. However, there are certain conditions to consider:
Firstly, as shown in the screenshot below, there are checkboxes with options (OUI ou NON) YES or NO. If the checkbox is marked with a "YES", the email will be sent. Otherwise, it will not be sent.
Secondly, another condition relates to the frequency of email sending:
Once a week
Twice a week
Once every two weeks
Once a month
