Excel App to manually track invested hours

My company wants to develop an Excel app to track how many hours we have invested in each of our projects. So it would have ~60 projects, and ~20 user. The users will manually add the hours, they have invested, to the specific project. By calculating how much our users cost per hour, and calculating how much return we get from the projects, we want to see which projects are worth investing more time in, and which ones should be dropped, or reduced in priority.
