Emergency Response Training Matrix

I would like to design a dynamic Emergency Response Training Matrix to track and maintain my team members. I would like for the names to change color if they have not received their annual training. I would like for it to be able to expand as new members are added and chart out members in each group. I know their is more that I want this Matrix to do, but I am unsure at this time. Just make it as powerful as possible.
