Economic Analyst - Cost benefit Analysis

I have a project that needs to be completed before 12 noon tomorrow. Please see attached document (important). It is mostly a cost benefit analysis and should not take too long for someone who knows what they are doing.
At the end, I will need any excel data/analysis files and a word file with the answers to the questions and also detailing the methodology.

Please start proposal with "io analysis" so I know you have read this. Any proposal not starting with that will be ignored.
