EXCEL (Macro - ALLOCATION list)

I need a search drive that can guild me to the needed members in order to allocate the needed task based on availability , capacity and language as well as industry experience. This will be for Managers and supervisors. The output expected, X Manager (got his experience in Energy and have .5 m free not covered and he could do both languages) Y supervisor, he is well known in english engagements and got the experience in energy. the macro out of all of this is both names I can send them an email with the task needed (as allocated) to provide the services.
