Dynamic Tolerance Bar Graphs

This program with take Size tolerances of Parts and determine the Virtual Condition and graph the result.
The input would be the limits of size of a shaft and or a hole.
The graph would then show the sizes of each along the the horizontal axis.
The Vertical Axis would see the effect of any additional geometric effect (generally just one perpendicularity)
With these two things a bar graph would be created showing two solid bars. One to the right and one to the left. From the top of each bar a sloped line would be created toward each other crossing the horizontal somewhere between the two. In theory this would be the virtual condition for the mating pair.
A pair is a hole and a shaft. I am trying to produce a "Dynamic Tolerance Bar Graph"
This would show if a shaft of a particular size will fit into the hole of a particular size.
I have attached a sample of the graph. Which was not made with excel.
The inputs would be the sizes of the holes and shafts. Labels for the holes and shafts
would be a 7 or 8 digit number and page and zone code of drawing when data is taken from, not shown on sample.
The graphing has bee the stumbling block on the whole thing
