Develop excel API to download data from web

I am looking for a developer to create an Excel API that can download data from a specified website. The website I need to download data from is not Google Finance or Yahoo Finance, but another website that I will specify. I am looking to download data that is not historical stock prices or financial statements, but other data that I will also specify. I need the data to be updated on a weekly basis. Ideal skills for this job would include experience with web scraping and Excel API development.
