Develop an Excel VBA based Setup File to programmatically create Custom Tab in Excel which hosts a set of Excel macros

We have a client who wants to load a Custom Tab in his Excel. This tab will host a number of pre-designed macros. These macros are simple format based macros. Refer to the attachment to get an understanding of the identified items.
Our development effort is towards creating a sort of a 'setup file' such that whoever uses that setup file will have the Custom Tab on his Excel on his machine. Some parameters of the format based macros may change. We will have to accordingly identify 'variables' for each of the items and give a simple interface to an admin user to make changes in those variable values. For example, standard fill colour may be blue but we will give a chance to the user to change it to red.
All these changes will happen in the setup file. As the admin user may not make all changes in one go, we should give him a chance to save his draft changes. Ultimately, once the variable changes are finalized, the admin user can freeze and can create a 'version' of the Custom Tab. Accordingly, other users will load such version in their Excel. While they load a new version of the Custom Tab, they should have the option to either retain or delete the old Tab. In other words, if the user so desires, he should be able to simultaneously carry 4 or 5 versions of Custom Tab too.
The interfaces should be simple, using worksheets. Userforms are not necessary. Simplicity leading to user friendliness is more important than the robustness of process. I have mentioned about admin user and other user, but as such we won't have any user management system. We will simply give a password to the client and whoever knows the password, should be able to make the admin level changes.
While the client has given a list of format based macro requirements, you may expect about 20% scope creep in that. Your quote should accordingly have a margin for such scope creep.
