Data Reformatting Automation in Excel

I'm looking for an Excel expert to create a program that can format unstructured data from one sheet into another. The data is currently in rows 1-8 and needs to be translated into columns 1-8, with each row in the original sheet repeating vertically in the target sheet.

Key requirements:
