Custom UK heatmap excel, custom regions

I need two custom heat maps in excel.
In column A should be the custom UK CORPORATE regions:
East of England
London & South East
North West
Scotland & Northern Ireland
West
Yorkshire & North East
The associated figures for ‘active’ clients are below - respective of the above in order

The second heat map is for the UK custom regions for COMMERCIAL regions:
East of England CC
London & South East CC
North East, Scotland & Northern Ireland CC
North West CC

The numbers for active clients for commercial are as below, in order of the above commercial regions:

The heat maps do not need to show Ireland, just Northern Ireland. They also do not need to show Cornwall or the Shetland Islands. A standard outline of the UK will do (excluding Northern Ireland).
I want each heat map to have the outlines only for the regions I have given. Please put black lines around the regions (you may have to see what counties are in the country to get the correct shape of the regions I have given). Please also label each region INSIDE their region on the heatmap in black text.
I need the heat map to not show any other region other than those I have given. I want to be able to type in a formula into the cells to pull in the numbers in future - and for the numbers to automatically change the corresponding colour on the heatmap. The colour scheme is red only. The brighter the red colour, the more active clients there are in that region (the higher the number). I do not want any ‘blank’ spaces on the heat map, all must have some form of colour and be linked to one of the regions I have given you. Keep the heat maps separate (I.e. corporate and commercial are separate- the figures are separate and do not relate to each other).
The heat maps must be automated and update their region colours based on the figures inputted.
I also want instructions in the file, I will need to recreate what you have done for other client metrics. Please leave very detailed and user friendly instructions.
