Create a program that inputs values into an excel sheet based on a table of reference values

My project requires a program that inputs values into an excel sheet with hundreds or thousands of text entries, based on cross referencing text entries and their corresponding values in a separate excel sheet. The reference table will take the format of an excel spreadsheet and the program will need to input the values whenever needed. In other words, the program should have the capacity to be run manually as needed. If you are up for the challenge, please consider bidding for this project.
