Create excel report to CO2 consumption figures based on energy usage

HI, How much would it cost to create an excel spreadsheet with reports. This needs to convert gas and electricity into CO2 report. giving graphs for This month, compared to previous months and year to date figures. It also needs to include multiple sites.
the table would i presume show the following rows and columns. Rows would just show each meter. We would add the number of units. Then select which fuel. ie gas electricity or water. That would then calculate the CO2. We would then add site Name, site address, fuel (this would be gas electricity or water and then depending on what fuel is selected would depend on the calculation for the CO2 calculation), Units used and the Co2. The report would then break this down per meter, total per site, and total per fuel for current month, previous month, current quarter, previous quarter and current year and previous year and do a comparison between the previous period.
