Create automation and Export to PDF from Excel

Hello all,
I need create script to automatically generate form from data and export it to PDF.
Please check the Excel file to understand clearly.
Request:
+ When a shipment (Main item ID) is added at Sheet Manifest, it will generate a form CN23 at Sheet FORMCN23 from Manifest data.
+ Export select: export PDF file form CN23 for the selected shipment
+ Export all: Export all shipments to PDF files
+ Sheet FORMCN23 can be printed and 1 Shipment is 1 Page.
For example: If the Manifest sheet has 10 shipments. In sheet FORMCN23 generate 10 forms CN23.
form CN23 can only contain 15 item. So if a shipment at Manifest has more than 15 item. Only take up to the first 15 item
