Create an Excel macro

create an excel macro to populate numbers of row per "ID" based on "chances". Eg. if "ID" has 10 "Chances", the table needs to create 10 rows for that particular ID. If the "ID" has 25 "Chances", then populate 25 rows for that "ID". Should be automated without effort because the original data has thousands of rows data. See attached sample.
