Creat a Shift roster 24/7 for 130 employees

I need assistance in creating a 24/7 repetitive pattern for duty shift roster for 130 employee with below restriction :
- 8 working hours
-2 shift supervisor in each shift daily to cover 24hrs (i have only 8)
- Minimum 12 hours between shifts
- shifts overlapping is allowed
-we have daily peak hours
12am to 3am required (minimum 45 crew)
6am 9am (minimum 60)
6pm to 8 (minimum 35)
Remaining hours (minimum 25)

At least 1 rest day and 1 off day
