Covert PDF to Excel with calcalute formula

I have an original invoice design in PDF format. I wanto to convert to Excel file with calculation formula. I tried Adobe to save the file in Excel format, but it converted the PDF into different sheets and tables. I believe it is because the PDF was designed in different layers.
The Excel file needs to be able to save back in PDF format. I need to able able to input customer's data, product information, price into the Excel file, and it will automatically generate the final total amount...etc, and able to save back into PDF format, so I can send it to customer.
