Content Analysis Excel Output for Given Text File

I have some sample text files and expected excel output. I need someone to research and write a tool that can take in text file and give output in excel with similar result as the excel file I have. It will require sentimental analysis, and maybe a part of analytics and machine learning (I am not sure). Please give details about you as much as possible in proposal. Your background, if you have worked in similar field and what do you think about it.
