Conditional Format Excel Spreadsheet

Need someone to conditionally format an Excel spreadsheet based on benchmarks I've developed for different business and marketing metrics.
There are approximately 40 metrics that each need conditional formatting based on the benchmarks. The conditional formatting is a simple colour code based on the cell value. See the example attached.
Also need Freelancer to link cells to summary output tab and in buttons for 'Proceed to Next Step'.
