Combine two excel lists / match products lists

I have a csv file with plants we sell. Each plant has a height, diameter. In addition each plant has (sometimes) an ATTACHED-POT. The ATTACHED-POT has a separate dimension.
I also have a csv file with EXTERNAL POTS. Each EXTERNAL POT has diameter, height, length & price
I am looking for an excel specialist who could make a (Google sheet) for me where based upon rules I can see which EXTERNAL POT would be good for which plant.
The rules are as follows:
- The EXTERNAL POT height should never be higher as the PLANT height
- The EXTERNAL POT diameter should not exceed 80% of the PLANT diameter
- The EXTERNAL POT price should not exceed the PLANT price
- The EXTERNAL POT diameter, should be at least 1.3 the size of the ATTACHED-POT diameter
- The EXTERNAL POT height, should be at least 1.2 the size of the ATTACHED-POT diameter
If based upon these conditions, there are for example 10 EXTERNAL POTS which could match the plant. Then I want a RANDOM selection of 4 EXTERNAL POTS.
So the end result is:
For plant [abc], we have these 4 external pots which we recommend.
