Chart Expert

I am looking for a chart expert that can create a custom Cartesian graph with a scatter plot on top referencing 160 countries. I have attached the data and an example. You can use whatever tool would get the job done. I will also need to highlight individual countries and/or groups of countries on the chat.

X axis: GDP Per Capita
Y axis: GDP Growth Rate
Bubbles based on size of population
