Calculating the house edge for a new card game. (Its not blackjack)

1) I require a person with a degree in the Discipline of probability and calculus.
a) A certificate is required.
b) The mathematics workings/formula of probabilities are required.
c) The house edge is required.
2) I require a person with deep knowledge of Excel programming with flexible variables:
Number of Decks used
Number of players dealt with
The player’s busting total
The player’s number of cards dealt
Dealer’s busting total
Dealer’s number of cards dealt
3) Calculate the house edge percentage based on the variables above.
4) The game is not set in stone. It will be flexible. Alterations of the rules will reflect the different probability outcomes.
The dealing of the game is very simple. An experienced blackjack dealer can adapt to the new card game in minutes. However, explaining it to you is complex. The complexity of the game revolves around the situation when dealing cards to yourself, as a dealer.

In excel:
1 – The number of decks of cards is chosen. Ie can be either 1, 2, 3, 4…..8 decks.
2 - A busting total of the player’s cards is chosen. Ie can be either 15, 16, 17, 18,…..25.
3 - A busting total of the dealer’s card is chosen. Ie can be either 15, 16, 17, 18,…..25.
Pretend you are the dealing. You are the dealer:
4 - The initial dealing is like blackjack as seen in the casino but the game is not Blackjack rules and the outcome is not blackjack rules.
5 - One card is dealt face up to each of the players, then 1 card is dealt face up to yourself, "the dealer". Then a second card is dealt face up to each of the players again. Each player now has 2 cards while the dealer has 1 card.
3 – THE PLAYER: The dealing of extra cards to the dealer depends on circumstances. For example only. The player may stop with 2 cards with a total of either 2, 3, 4….. 20. etc. The player may stop with 3 cards with a total of either 3, 4, 5… 30..etc. The player may stop with 4 cards with a total of either 4, 5, 6, 7,…..40... etc. Each player has the option to hit for more cards or stand for no more cards. The player can also bust. The busting values may vary. The busting value maybe 15,16, 17, ……….28.
5 – THE DEALER: The dealing of extra cards to the dealer depends on circumstances. For example only. The dealer may stop after 2 cards with a total of either 15, 16, 17, 18..... 20, etc. The dealer may stop dealing with 3 cards with a total of either 15, 16, 17, 18…..30, etc. The dealer may stop after 4 cards with a total of either 15, 16, 17, 18...40, etc. The dealer can bust. The busting value may vary maybe 15, 16, 17, ……….40.
