Build me an excel Spreadsheet

I need an excel spreadsheet built that will track sales growth volume by client/month vs plan from launch. It will need to have 4 sheet tabs of the same for four State territories of: QLD, NSW, VIC, WA/SA. It would be great if a bar chart graphical representation could be in built to this to visualy represent monthly forecasts and cumulative outcomes.
It also needs to be user friendly so I can update/change client names etc
