Automation: Google Forms to Google Sheets to New File .csv import ready for xero

I have a whatsapp ordering system
This system pushes all orders into google forms as a response.
Forms sync to google sheets.
Required Automation:
Ordering system > Google Forms > Google sheets > Data transformation to daily Invoices.csv
Variables:
1. Data transformation must match required format of XERO - attached
2. Data transformation must be adaptable to change as format of google sheets varies in terms of product name (column) and Quantity (daily)
3.Google sheets with 0 items and 0 rand value are not updated to invoices.csv file
4.A unique range for these invoices are required - 3000000xxxx to ensure i know where invoice comes from and it doesnt overlap with woocommerce invoice numbers or xero invoice numbers.
I am not paying more than $50 usd for this job.
